How can I teach my dog that small white dogs are the same as any others ? - are there toy westies

My greyhound is going well, going to all the other dogs as if they are not there, but try to go a little white dog, Westies in the first place and almost hard. I have a big white polar bear toy, which have grudgingly bought the ground floor and first floor waiting to see which are harmless, but to use to his advantage. While he westie in one place and will not harm a loved one I am sad for the owner who responded in this way and the need to apologize .. Please help. Thanks
